- A woman from Katy, Texas has been booked into the Wichita Co. Jail and charged with Prohibited Substance and Item in Correctional Facility.

According to the arrest warrant, on October 19, 2017, officials with the Office of the Inspector General (OIG) with the Texas Department of Criminal Justice (TDCJ) were notified that an Allred Unit employee found a 'suspicious bulge' behind a picture glued to a handmade card.

The James V. Allred Unit is the prison located in Wichita County on FM 369. As the employee removed the photo from the card she found a clear package containing a white powdery substance, according to the affidavit.

The envelope, card, and package were given to the OIG. Investigators discovered handwritten instructions to "tape outside edges" with arrows along the edges.

The name and address on the envelope were scribbled out to where it was almost unreadable, according to the affidavit. Handwritten on the outside of the envelope was "RTS" which is short for Return to Sender.

A yellow label, that looked to be from the United States Postal Service contained a barcode. At the bottom, the label read "Return to Sender. Attempted - Not Known. Unable to Forward."

The return address written on the envelope was Jason Burkett, TDJC #1201349, and the Allred Unit's physical address. Burkett was interviewed by investigators about the substance found.

Burkett admitted he made the card and mailed it to Sara Russell, 29, but denied he mailed out any drugs or instruct anyone else to send him drugs through the mail.

The white powdery substance was sent to the Department of Public Safety crime lab for analysis. The substance came back positive for methamphetamine. The package was also tested for fingerprints.

According to the affidavit, several prints on the clear package belonged to Russell. Investigators believed Burkett mailed the card to Russell with pre-arranged instructions to put an illegal substance inside the package and have the card returned to Burkett in prison.

Russell was booked into the Wichita Co. Jail on Thursday. She remains behind bars on a $10,000 bond.
