He looks like a dutch fisherman...maybe the stripers indicate the executioner in this case...or the "handler" of each prisoner. The woman's looks like a sharp raincoat

The executioners were former inmates I read somewhere, I think the clothes were for the publicity.

Not 100% sure but I read that was part of the hanging procedure in the UK when a woman was executed.
