    Police Civilian PIT/TVI Maneuver

    From a little podunk town in Central Alberta. A civilian (dude in the grey GMC pickup) observed a slow speed chase involving the RCMP/police and a stolen tow truck. Dude decides to help out by PIT'ing the stolen vehicle and then blocking it in.
