Apparently those holes which look like bullet holes are the effects of a claymore.

This is a staged attack on a vehicle by LPR/DNR in Ukraine's Donbass region. It was fabricated in an attempt to proove attrocities by the Ukrainian army. The body used was clearly an autopsy case from the morgue. It explains the clean cut in the skull.

Which is it? A claymore or an IED? Two different explosive yields and uses. Different animals so to speak.

It could be an IED that incorporates a Claymore. IEDs are "improvised" explosive devices. An IED can be made up of any combination of items that when rigged together properly will yield an explosion. An IED can be made to include, or just be a modified conventional explosive device like a Claymore.
