I had a cat that would do that. It's like they are trying to communicate to the birds and speak bird language. A few times I thought it could be an instinct / hunting thing but I never figured out why it happened. I only had one cat that ever did it but some other people have told me their cat did it sometimes as well.

Ummm, that's not the cat trying to "Communicate" with the animals.
Its cat chittering, it desperately wants to get ready to attack and kill those other critters. But, unfortunately, it's on a leash so all it can get to do is get all worked up and yet can't finish the deed... like being cockblocked.
That owner needs to let it blow it's load and do some ultraviolence to that vermin and it will be much more chill!
