Maybe 'dead material' from a mining complex, could contain still traces of valuable stuff (depending on the mine) Not profitable enough for the mining company to process it further, so they throw it at a depository. Where the looters are waiting.
Just a guess.
Saw this with much smaller rubble near a jade mine in China on TV once.

@McM got it - the rocks possibly contain crystals which can sell for decent cash - it's a hit or miss though and having a mad scramble with everyone grabbing at the same stone can't be the best way to distribute them...
