Julio Perez was arrested on Wednesday morning August 26, 2001, driving his Toyota. But who is this silent stranger who raped and killed without a trace, without arousing suspicion? What led to repeat, at least nine times, a ritual of death for nearly three years managed to hide in the extremely lonely Alto Hospicio?
The man least expected
Its history goes back to Puchuncaví. Guillermina Tanks, a former neighbor of Perez Silva in that town, was very aware of the news the night of the capture of Alto Hospicio psychopath. Why do it? That is the question that haunts every family who lost a daughter in the hands of the man who hid in his mind a monster. The parents of these young people reported disappearances in the police station of Alto Hospicio, but months went by and brought no clues to his whereabouts.
The first hypothesis that shuffled the authorities, reveals one of the first reports of the police in September 2000, was that he had fled because of bad relations between parents and children mainly from possible situations of family violence to which would be added extreme poverty of the families that populate the region of Alto Hospicio, but the hypothesis that soon came down. Parents at all times denied that there had been ill-treated, and subsequently demonstrated in their relentless fight these two years of research to try to recover the girls.
The second hypothesis was shuffled, was that it was a case of white slavery in neighboring countries such as Peru and Bolivia. The possibility that a prostitution ring was abducting children even led to the Chilean police and relatives of some of the girls to investigate several brothels in the area looking for any evidence, nor obtain any results.
The weather was little urging and with the success of the police investigation was requested direct intervention of President Ricardo Lagos to agilizase inquiries, so he appointed a Special Police Commission to take charge exclusively to finding the missing, although authorities refused to appoint a prosecutor to investigate the case because it still considered more of a social problem than a police matter.
It may be surprising that they had not thought it could be a case of mass murder or at least having so many coincidences premeditated kidnapping: first, all the missing were teenagers aged between 15 and 17 years, all studying in the same institute , all had long dark hair and all disappeared within seven months. At least those signs seemed to point to someone chose his victims according to specific characteristics.

The man least expected
Its history goes back to Puchuncaví. Guillermina Tanks, a former neighbor of Perez Silva in that town, was very aware of the news the night of the capture of Alto Hospicio psychopath.
