Vote-buying allegations persist after Mexican election

Mexico City (CNN) -- More than a week after Mexico's presidential election, the candidate who authorities describe as the runner-up said a partial recount was not enough to erase his doubts about the vote.

"We cannot accept these results," Andres Manuel Lopez Obrador told reporters Monday, vowing to file a formal complaint before a tribunal on Thursday, the legal deadline for challenging the election results.

Lopez Obrador asserted that presumptive president-elect Enrique Peña Nieto and his party bought millions of votes in the election -- an accusation party officials have denied.

"I am president by the majority decision of the Mexicans," Peña Nieto told CNN last week, noting that numerous world leaders, including U.S. President Barack Obama, had called to congratulate him on his win.

An official tally of returns released after a partial recount by Mexico's Federal Election Institute last week confirmed that Peña Nieto of the Institutional Revolutionary Party, or PRI, received 38.21% of votes. Lopez Obrador, of the Democratic Revolution Party, garnered 31.59% of votes, election officials said.

The results remain unofficial until the country's electoral tribunal ratifies them.

The tribunal will have until September 6 to complete its investigation and ratify -- or reverse -- the official election results. The new president will be sworn in December 1.

Lopez Obrador has criticized the election and refused to concede repeatedly over the past week, echoing comments he made in 2006 when election authorities said the leftist candidate narrowly lost the presidential vote to Felipe Calderon.

After that election, the former Mexico City mayor claimed election fraud and never conceded, referring to himself as "the legitimate president of Mexico." Lopez Obrador's supporters protested nationwide. In Mexico City, they organized sit-ins and blockades.

Officials have called this year's election the most transparent in Mexico's history. It was the first election in which scanned copies of district-by-district election returns were posted on the Internet.

But accusations have arisen of electoral manipulation by the PRI.

Opponents of the PRI said they have video and photo evidence of the party buying votes through thousands of cards that could be redeemed for products at a chain of supermarkets.

An anti-Peña Nieto youth movement said it received 1,100 complaints of irregularities. And the group Civic Alliance said 30% of voters it surveyed reported witnessing at least one type of irregularity.

Mexican election regulators said they are investigating the allegations related to the gift cards.
PRI spokesman Eduardo Sanchez has called the claims "a farce," and accused political opponents of staging the videos and photographs purported to show vote-buying.

Yes. The return of the PRI (Partido Revolucionario Institucional) stews suspicion on all sides since the PRI was well known for massive electoral fraud during the course of their previous reign.

During their 71 years of rule (1929-2000) over Mexico was fraught with corruption and violence. People are afraid of such a dominating political force once again taking power.

But we shall see.

the last 12 years that the other party the pan party has been in power is when all the murders and kidnapping started , the pri party doesnt allow that kind of crap, mexicans are not pissed about the pri winning, everyone down there wants the pri in power so that all the narco bullshit will end, also there has been more corruption and violence in the last 12 years than ever recorded during the time the pri was in office, in mexico its a known fact that the pan party is more corrupt and the protests shown are people paid to bitch by the opposing party that lost, in order to try to discredit the elections , a tactic never employed by the pri , only by the prd and the pan parties, the so called revolt is not even 1 percent of the population

I'm not sure about that 1% that you mentioned. I think it's much higher than that. Afterall Pena and his PRI only received 38% of the votes: that means that 62% of the Mexican population did not vote for him, including proxy votes. Looking at all of the candidates, I think that he was probably the 'least bad choice'.

The PRI has much bad history that it is well known for: making deals with the cartels, corruption, repression, etc. as might be expected under an autocratic government. Hopefully the PRI has changed and will not revert back to it's old ways, allowing some sense of democracy to remain.

Pena has vowed to continue fighting organized crime (ie: the cartels) along with the usual pre-electoral promises that we all see candidates make, and then break (in every country). If Pena continues the pursual of the cartels, then he's no further ahead than Calderon was and he is going to find himself in the same position very quickly once battle lines are drawn and the cartels can see what his tactics will be.

But something that is always overlooked is that much, if not most, of the violence in Mexico is also a direct result of the cartels themselves expanding, not just Calderon. With cartels splitting off and new ones emerging there is going to be alot of violence and fighting as they battle each other for territory. That would be just the natural way of things; especially once the cartels saw that Calderon could do very little and that it was now a good opportunity for gaining new territory. The cartels bought off/bribed many government officials, ordinary citizens, police and military members, etc. and that is something that leads nowhere but to more violence.

It would be great if Pena can make a difference but I'm not holding my breath on that one. Only making deals with the cartels will reduce the violence.

trust me in mexico very few support lopez obrador ,in mexico as in most countries the elections are nothing more than a hoax to make the people feel like they matter, most didnt even vote this time around ,they pay people to bitch and moan in so called protests , pena nieto and the pri is no different, corrupt bastards , but under the pri mexico had more order , the drug cartels didnt go around beheading everything in there path, sure they killed but it was all more hidden and didnt affect the non involved people , under the pan kidnappings , drug wars and illegal imigration to the us all skyrocketed , the pan government even supplied would be illegals with phamplets on how to cross the border illegaly ,i guess it doesnt matter really ,same shit different party , im just happy i dont live in mexico , i remember when getting sick from the water in mexico was the only danger lol
