This happened back in 2000 in the Dutch city of Enschede. There was a fireworks depot planned in the middle of a civilian neighbourhood (fuck yeah!). I doubt the explosion in Beirut is fireworks. It is like the Rotterdam port for gun/ammo trafficking.

At typical surface conditions N2O4 is colourless but dis-associates readily into NO2. The latter is the gas that has the reddish brown colour, it is also a hazardous (toxic) gas.
