That should be made into a 70s style disaster flick. An hour and 20 minutes showing all the fuck ups leading to the disaster and the mayor demands they continue with the inaugural launch of the city's first escalator because nobody suspects anything is wrong with it as all the happy people clamor to be first to ride it unaware of the looming 10 minutes of actual disaster which is about to strike because... Chy-na.
