They don't cooperate because they idolize a toxic culture that makes them behave and mock genuine gangster behavior. The second part is the history which is valid but the way it's presented and absorbed in their culture and our education ends with them being in fear and anger instead of understanding/pride/demand for future expectations and the realization that statistically they are not at risk unless they engage in risky behavior.
