I'm guessing their grand plan was to have the balloon fly high into the sky then the fireworks would pop once it was up there. They didn't put a single thought into the fuse burn time. It's the very reason people blow their hands off when handling fireworks. The lift charge uses 'quick' fuse which is instant, then there's an internal slower burning fuse that creates the Pop.
