I'm actually surprised at the level of inherent stupidity of those that choose to live in Tornado Alley. Why not build hemispherical domed buildings that are anchored to the ground - nothing for the wind to get under, snag, and then lift/tear/destroy. By repeatedly building large flat surfaced buildings (with cheap construction methods), they are facilitating the problem, not solving it.
