He needs to watch where TF he's going, and he needs to learn compassion. His parent isn't helping by rewarding his shrieking instead of helping him understand what happened and respond to it appropriately.
The correct response when you accidentally step on a tail is to apologize in a sweet voice, pay the cat attention, and pet it if it wants. These cats are clearly living in a household where their needs are not considered.
