Next in line after "Speaker of The house" is the "President Pro Tempore" who is a member of the senate elected by the senate. The President Pro Tempore designates another member of the senate to succeed them if they were to become unable to fulfill their duty. That bumps the "Secretary of State" down to fifth in the line of succession following the "Vice President".
That means that the President, Vice President, Speaker of the House, President Pro Tempore and their designated replacement would all have to become unable to perform their duties simultaneously for the Secretary of State to become President Pro Tempore.
Functioning in that capacity, their abilities are very limited. They are essentially a babysitter there to make sure the house doesn't burn down before a new President can be elected. The Presidential line of Succession is designed so that nobody can usurp the presidency just by offing their superiors.

I read the synopsis of that movie. He doesn't become President. The story is about what he did in his time as Pro Tem leading up to the election to decide on a new president and whether or not he would run for president.
