You can look at it this way. The four aims of righting a public wrong or a crime are deterrence, retribution,reformation, and justice (or more pragmatically reparation).

The West is far ahead when it comes to rehabilitation of people with such "illnesses" and "dependency" problems or substance abuse problems or even seemingly incurable illnesses and behavioural tendencies.
Reparations routinely run in hundreds of thousands and millions of dollars.

Hell folks in prisons often come out with an education and sometimes become more employable than the common law abiding citizen. Take the guy Malcolm X.

But when it comes to deterrence and retribution these folks in China and southeast Asia take the cake. I seriously think the west needs to up the ante when it comes to deterrence and retribution.
