Shackles have a lot more chain then handcuffs. You can still walk in them even. Slowly. I don't see him on the floor, but I also cant make out exactly how he shackled to the table. I'm assuming one end is welded to the table though. He would easily lay back behind the chair itself, and still be chained. Thats the statement of California DOC also. Thats not really in dispute.
