But yes, the driver will get blamed as it’s common that anyone hitting the rear end of another is blamed. Cop should have slowed down a lot further back. Hopefully the company fights for the driver and shows this clip.

yep, i had an undercover car at night with no lights on (headlights too) blow a stop sign, almost hit me and then try to blame me.
I stayed calm (key point here) and said i'd need to get my lawyer involved if he wanted to escalate the situation. What a douchebag.
