You can see a waitress in the foreground wearing a motorcycle helmet, which is being carried on someone else's shoulders. The bottles with the flames were more close to the ceiling than usual, which likely started the fire....
The insulating foam must be fire-retardant according to the safety standards for these premises, and clearly this was not the case.

This appears to be a carbon copy of an identical tragedy that occurred in 2016 in Rouen, France : a nightclub in the basement of a bar, candles that lit a ceiling that did not meet safety standards, resulting in 14 deaths : Cuba Libre bar fire - Wikipedia

it is a glass bar, why not break the glass?
When you are in some stressful situations, sometimes you can feel a " tunnel effect " and some things that are easy to see vanished of your spirit as you are focus on one thing, to exit here.
And don't forget that the breaking of the windows created a draft that likely caused what has been described as an explosion, so the later the windows were broken, the later the fire would spread.
That's cruel, but thats how fire works with air currents...
