I could be wrong but that exterior staircase signals to me there was a pedestrian walk way that spanned the road which he ignored like many hobos or drunks

here in the states,theres a law in most (if not all),if theres a pedestrian standing at the walk,vehicles have to stop. but where posted,of course. unless theres a pedestrian light.
