The pull-behind trailer was not street legal. This trailer is legally required to have working brake, signal, and caution lights. The only working caution/hazard indicators were on the vehicle which was obstructed by the view of the trailer.

If you look closely, there are indicators flashing on the lower part of the trailer. I think the mixer driver was half asleep

Wouldn't have collided had that retard not been acting like a spastic.
The cement truck was going to collide regardless. The "spastic" saw it coming and got out of the way. The cement truck clipped the trailer when he attempted to avoid it at the last second.
