"Non lethal" methods really just don't work as much as people think unless you're spraying down a gaggle of rowdy teens with the pain tolerance of anemic Japanese high school girls. Especially when the person you're using them on is already amped up and agitated, which is most of the time you're using those things. Tasers are just as useless.
Plus he did it wrong. When you're using the hot sauce, you unload in one go especially if they're still standing, and then count on escalating to a bigger stopper. Guys that will empty two whole ass cans before saying another word aren't being overboard.
