It is a semi fun game but it does get repetitive and boring after a few rounds.

You play a idiot mall cop chasing an idiot mall robber who bright idea to escape the cops by. running All the way up to the roof of the mall instead of using the front door to escape like everyone else does

I played a game in the late '80s (maybe C64) in which you were an old guy wearing a coat and hat sneaking around a school or kindergarten. You had a walking stick, and the game was to beat the kids to death who came running out of the building every X seconds from one of the doors. It had four doors and the kids were faster than you; not so easy.
I think it was illegally produced.
