You can hire armed jesters for that now. People that will be an official tenant on paper put in the same area with guns and be obnoxious and loud at all hours. If they are fellons, instant arrest because of the weapons, if not, the noise gets them eventually and it's funny as hell until they give up.
You mean some one not registered to a specific address (your home) broke into it at night, and unfortunately was shot when confronted in your home. If there was family in the house, even better.
