If the population catches a criminal, they'll beat them up... Precisely because of the impunity, and because they know that if it's up to the "justice system," nothing happens.
There are criminals on the streets with 50, 100 prior arrests.
There are people convicted of homicide who are released with ankle monitors, there are people who have been proven to have laundered billions of reais and, if they were imprisoned, they served only a week, or are under house arrest with all the money.
There's everything, and the worst part is, it's not rare, it's the most common thing in the world around here.
