i remember driving out West when i came upon a flooded road. The cops were already there and said i could cross, but if i got stranded they wouldn't help me. I thought wow NY cops would never do that so i proceeded across safely. It wasn't really that deep, up to about midway on my tires at its deepest, so it's still okay to cross.

Imagine thinking driving into a situation with a very high chance of killing everyone was a better idea than just doing nothing and waiting for conditions to improve. Or how about this - fixing the infrastructure first.
