This. The cop was probably an immigrant with a work visa that learned to drive from a wagon riding whore grandmother in their native country. They got those all over California now and they barely speak English.
Though the cop definitely looked like he was speeding, only judging by how fast he crashed. The pedestrian was definitely walking across the road that had a green and had to be a no cross sign. I don’t have proof, but that’s what it looks like.
