Totally not making excuses for these people but I guarantee those parents were raised (or not raised) in the exact same style just like the multiple generations before them. If the cycle isn't broken, those kids will most likely grow up and have kids and do the same shit. I really don't like Government interventions but the kids will be better off in the long run, it breaks the cycle.
