In SE Asia when you cross the street at rush hour you basically just let them go around you otherwise it's impossible to cross. And if you get runover they won't provide help or first aid because in Buddhism if the lifecycle is interfered with you'll comback as a lower life form like a rat or cockroach.
Obviously The lights had just turned green for the cars - the disabled person is accompanied by some "helper", who, judging from the footage ( speculation on my part involved), told him it was "okay" to cross at that moment.... so there's two disabled people here: one physically (eyesight, legs), the other physically (eyesight) and mentally.
