It was more a reference to building Jerusalim and the realisation that England has slid evern further down hill than when Blake wrote that. As seen in that chav fight or what ever it was. England needs a good war to get those idle chaps off the street and into uniform.

and to give them a sense of purpose, which is sadly missing in too many modern youth...who wouldn't want to die for their country?
