Here in Australia we use it , CPR is normally or initially three breathes or mouth to mouth( Air back into the lungs) followed by chest compressions, I was always told chest compressions only circulate oxygen poor blood that has stopped the heart, but from this video she was saved. I think it changes every six months, like foods that kill you or SPF sunscreen.

2 breaths per 30 compressions here in England but like you say that changes every few years. They just say compressions now no breaths.

It was a trained lifguard giving CPR. She would have been dead before the paramedics arrived so i don't think they where being dumb. He did a good job.
