It doesn't even look like a road bike? Flatbar hybrid or maybe a Walmart shit box? A very foolish manuever, especially for someone riding what was most likely still a piece of garbage even before it was totalled by two trucks...
It's possible the shitty rim brakes just couldn't stop in time so he went left instead of holding his line and bracing for impact with the rear of the car in front of him, which is actually what you're supposed to do in such a situation. Intentionally hitting the person In front of you just isn't the mind or body's natural instinct when it comes to such an incident. It's likely the person isn't a complete moron, but just inexperienced and riding a piece of garbage.
