Yeah it's always a better idea to remain in your seat until the ride comes to a complete stop, there should be a sign somewhere that says that.

I saw a carnie on Theo Von and apparently it's best to go to the fair on day one, all rides will have been checked by someone independent then, mid week they might have had to repair it and the checking people don't come back.

There's usually a guy nearby who starts and stops everything... And they never pay attention to anything. I've seen one where the guy started and kept looking at his cell phone the whole time, and a person hung there for 15 seconds and went flying, all he had to do was look ahead for 1 second that would have saved that person.
This would be a great mass execution device for criminals.
Seat them with the restraints in place then spin up the ride to max and release the restraints. Any survivors can either be dragged into a heap to slowly die or be shot.
