Unless for some reason that shithole country has wack traffic laws, a green light is always above a stop sign, always, if it were a yield sign id say sure its on him, but why they fuck would any sane individual design a crossroads to have multiple designations of how to safely cross it from the exact same spot. Id be like putting 3 traffic lights and 4 stop signs in the same fucking place, expecting it to not just fucking confuse everyone involved
