The guy wearing the wife-beater shirt was likely just a lucky shot...I doubt that the guys on the motorcycle had any particular target.
They're probably members of the local gang, and they randomly shot into that group of people just to ensure that the residents of that town stay on-point with the message that "this gang doesn't play games or fuck around."
