I think before the film we have seen the fire was smaller, and they got close to the ground where 13 got off. The reduced weight then caused the balloon to quickly rise again with 8 still on board who were killed.

Those ballons were not from authorized companies. They had not been checked by the fire department and granted a permit by th government to work. The places where they took of and were si´´psed to fly were also not appropriate for that kind of practice.
The ballons were overcrowded and people paid a lot of money just to take pictures and post on social media.
Well, they died a stupid death and had it coming.
I forgot to say; this was not the first accident. There had been two previous ones just in the same area.
