It's an absolute liability. If you can't take care of your own shit, how on earth are you going to take care of an animal? I can't tell you how many times I've seen strung out vagrants barely controlling their pit bull mix from attacking a runner with thier leashed animal. That was inappropriate; I understand that in that place, anyone might carry a gun, but the man didn't appear dangerous—he simply didn't want them to take his dog. Perhaps the dog is all he has. I hope the dog has found a home and isn't on the streets any longer, although it may now be wary of the police.
