During early Soviet times the government tried to ban Vodka because of the negetive effects it had on their population, then they realised a huge percentage of their state revenue depended on vodka, so then they began encouraging people to drink more vodka. It got to a point where vodka became so important to the Soviet economy that it was used as a store of value, replacing the Ruble in many financial transactions, most notably when they began trading vodka for Coca-Cola.
You could tell that was a cut that required finesse
