Warning: Children Little one got hit

Warning
Looks like a set-up. They even stretched the kid out in front of the speeding car. I think he may have been a corporate whistle blower, or he saw something he wasn't supposed to see. Whatever the reason, the kid obviously knew too much about something.

No crosswalk, no remorse
I'm afraid they were on a crosswalk and completely had the right of way, @Father Corpse. There are indeed four of them there at that intersection. Note the worn crosswalk stripe markings on the far end of the way the hit pedestrians were crossing where the other people are. Just because the markings are worn, doesn't make it less of a crosswalk. Besides, a crosswalk does not have to be marked for a pedestrian to have the right of way at an intersection and this one is marked with multiple signs in each direction, too. That's the law wherever they are. The speeding driver is completely liable for that accident in a civilized nation where criminal and traffic laws are followed and enforced. In third world nations, stopping would have probably ensured a public lynching of that driver for killing the child and injuring the others. We've seen it all before.

What good us a cross walk with no lights or stop signs.
As far as the cross walk itself? I see only one freshly painted strip so the other ones were deleted or they would have done them all together.

There are no "deleted" crosswalks there, just one newly painted one and three old ones that are worn from weather and traffic. If the other three crosswalks were "deleted" as you state, how does one legally get to the lone marked one? So that line of thinking is incorrect. All directions have crosswalk signs there. They just have not completed repainting the others on the streets. Again, the pedestrians have the right of way. The driver is at fault speeding through such an intersection with pedestrians clearly in one of the four crosswalks.

"On June 8 at about 19:56 in Uglich, at the intersection of Svoboda and Yaroslavskaya streets, a terrible accident occurred. According to preliminary information, a 47-year-old driver of a VAZ-2111 ran over a 4-year-old girl while she and her parents were crossing an unregulated crossing. The car also hit her parents."
