So I actually had to hunt up documentation, couldn't figure out what was going on:
Reddit: "when it’s heated the water inside each kernel is vaporized, building up pressure. So once the popcorn cannon lid is released, (usually there is a bag in front to catch the popcorn and to prevent getting pelted by it) the high-pressure steam bursts out from the inside of the kernel, making every single kernel guaranteed to be popcorn."
Okay, but well, indeed not very "sanitary", lol
EDIT - this seems to be more "sanitary" method in China:
