Well rather than stealing the classic cars & parts from the continental USA & shipping them down to Cuba, they should've focused their mechanically inclinded populus to upgrade their foreign-oil dependent, run down, power plants & entire grid. They refused to upgrade since the 1970s fuel shortage but, knew they needed to.
I imagine it was more lack of fuel than plant breakdowns that has led to their not being able to accomodate demands... BECAUSE Cubans are known for exactly what you mentioned.
Their economy failed when the Soviet subsidies ran out yet again just like the early 1990s it looks like & 88% of Cubans are still living in "extreme poverty." They're probably used to blackouts tbf.
