He was a nasty bastard, not only to his own people, but to much of his neighbouring countries. A product of American (CIA) financing in the 70s and 80s, who turned against them, and championed strikes against American/Western global assets. However, he has since been terminated, and left a legacy of abuse and corruption in his wake.
