Well that isn't a typical design for pretty much any bomb, redneck or not. If I were to get nerdy it would be an incendiary device, not a pipe bomb. I have seen countless IEDs and never once did they function like that. Powerful oxidizers and brake fluid burn aggressively but don't actually explode. That crappy "bomb" just burst and sprayed the contents all over.
