In the US, the number of state representatives for each state are allocated according to populous.
I think the RACE of cops should be directly proportional to the demographic make up of each district the precincts serve.

That way, you get:

Black citizens/Black cops.
Latino citizens/Latino cops.
Asian citizens/Asian cops.
Muslum citizens/muslum cops.

White citizens/Libraries, Parks, Beaches, Banks, Movie Theaters, Cultural Enrichment & Starbucks.
