Why are they cuffed to the table inside of a prison? Can this be explained?

They do this sometimes when races are sitting together and they need to leave the room (the guards being they) usually the group with more people is more heavily detained, but under no circumstances should anyone ever be completely "loose" as in no cuffs, no restraints, this was someone who was paid off to do this. Or he slipped cuffs, but i dont see them anywhere.
