Yeah. They are used to look up noses and other small orifices. We look through the small hole in the centre and the mirror reflects light at the area to be assessed.

I had a go of one many moons ago and could see (pardon the pun) their function but wasn't sure if they were still used or were retired like (most) old school sphygmomanometers (my mother was an old school SRN)
