Those tasers available to civilians are nothing like the real ones. They’re a joke.
Yes. Even if they have 750,000 volts, there's no real force behind it, it's just quite unpleasant. I had one against dogs years ago (for a job), brought it to an electronic workshop and the item got pimped to reach better ampere values. They exchanged parts, and it got a second battery and dart spikes as contacts, but I never had to use it.
Not sure if certain dogs are really affected by non-lethal electricity at all.
