The Melbourne man who fatally stabbed a Melbourne restaurateur wasn’t a practising Muslim at the time of the attack and was “misinformed” rather than radicalised, an inquest has heard.
Hassan Khalif Shire Ali packed his ute with gas canisters, knives and drove into the heart of the city where he blew up his car and stabbed three people in November 2018.

Pellegrini’s owner Sisto Malaspina died and two others were seriously injured in the attack. Shire Ali died in hospital.

A coronial inquest heard from police officers involved in assessing the 30-year-old for intervention by Victoria Police’s Countering Violent Extremism specialist unit.

“I wouldn’t say with the information that’s provided he’s radicalised,” the officer, who cannot be named, told Coroner John Cain on Wednesday.

Instead Shire Ali was “misinformed” and on a trajectory that could be concerning, the man told the court.

The officer said the killer’s drug use, the fact he did not appear to be a practising Muslim and his criminal background, including attacking a stranger with a baseball bat, were considered in the assessment.

He told the court it was “unknown” whether Shire Ali was attending a mosque or committing to his regular prayers.

The officer was questioned about Victoria Police’s lawyer Ron Gipp if the attacker was likely to engage with any program given his criminal background.

“It was unlikely he would engage with the program at it’s fullest,” the officer said.

Police officers were also not aware of where Shire Ali was living at the time of the attack.

Shire Ali‘s 23-year-old brother, Ali Khalif Shire Ali, was jailed for ten years over his own plans to gun down revellers on New Year’s Eve at Federation Square in 2017.

The coroner is investigating what, if any, actions could prevent a similar event occurring in future and continues.
