Doesn’t look like the US
Doubt this happened in the US. If this was, there’d be road construction shit all over, and the driver wouldn’t have even been allowed to get that far into it.

I myself was wondering whether this accident had in fact occurred in the US (although 3 different sources referred to said location without further details), however, at the time of posting my search did not yield any kind of explanatory back story, apart from that it happened in "America". Just now I did another search and finally found the missing link on YouTube - if you scroll back to the OP, there is the back story.
