Why do they speak like that? If they grew up speaking that way, it's the result of poor language modelling resulting in poor language acquisition.
But for those who willingly change the way they naturally speak, I would attribute it to a weakness of personal identity resulting in a willingness to conform to a group identity by adapting one's language (for the worse).

Obviously she has spent her whole life being a Southside Chicago white Ho for the local gangs...if we could somehow locate some of her relatives out in the middle of Iowa then there might be hope of repatriation to her normal racial characteristics just by the normal processes of assimilation.
